government determines which farmland should be preserved as farmland, and which land has sewers, water, and roads needed to accommodate further growth (called "transfer zone”).
Farmers with land in the designated farming area are given a number of certificates according to the development potential of their land. If they choose not to develop their land themselves, they can sell these certificates on the open market to anyone who wants to build more than one house per 5 acres in the transfer zone. The certificates entitle their buyers to do that.
