John Capelle, executive director of the Rappahannock-Rapidan Planning District Commission, reported that Rappahannock is the only county in PD 9 without use value.
"We need to get a dialogue going," remarked E. P. Luke, planning commissioner and chairman of the board of supervisors. "Anytime we pass a tax ordinance it’s a public policy issue.”
Luke noted that the State Land Evaluation Advisory Committee is conducting a study for the county on the value of land in the various soil categories but added that figures won’t be available for three or four months.
He predicted that Rappahannock property values under land use will run roughly parallel with those in Madison County but with fewer prime agricultural acres.
Luke noted that applicants for use value taxation will have to produce records to validate qualification requirements. For instance, he said, farmers and orchardists will have to show that their property has been
