Eastham criticized the use of enrollment to justify expansion of support facilities, including library and storage, and maintained these projects should be considered “on their own merits.” According to the member from Wakefield, the school board has concluded that the county—not the school — population is stabilized.
He presented his own figures on enrollment estimates, claiming that class enrollment between grades one and 12 declines by 38 per cent with an average yearly attrition of three per cent. Projecting his figures into the future, he predicted that enrollment at the high school as well as the elementary school will steadily decline over the coming four years. “There may be other reasons for building additional rooms but enrollment and ADM (Average Daily Membership) is not one of them,” he stated.
Eastham repeated that he wasn't convinced the high school was offering students proper courses. In addition, he maintained that expanding the curriculum further as the board agreed upon in October will provide “absolute justification" for more classrooms.
