Duty To Provide
Baumgardner notes that the Virginia Code provides that it shall “be the duty of every public utility to furnish reasonably adequate service and facilities at reasonable and just rates to any person, firm or corporation along its lines...”
In his letter Rappahannock's commonwealth’s attorney attributes his opposition to Centel’s rate request to the utility’s failure to provide county citizens with this “reasonably adequate service.”
Despite Centel's recent actions in establishing “Circle Ca|ling" and “TelePlan", serious problems persist in the telephone service provided Rappahannock, according to Baumgardner. If Centel wants to avoid opposition to its rate increase application, he maintains, it must pledge itself to further initiatives designed to improve service here.
