“We were told that the townspeople could afford $8$12 per month,” Deimer countered.
“I don’t see how that figure can be met,” replied Sawyer.
“As far as the Water and Sewer Authority was concerned, anything over $15 was too much,” Gerhart responded. “We got it down to $16 with treatment 80 to 90 percent of the time.” He added that the mound was proposed only because it was the least expensive alternative.
Even in good soils, mounds will leak around the base, according to Sawyer. Effluent from the mound will be high quality at first, he said, “but it will deteriorate after five years and it will discharge. You will get run off into state waters,” run-off that is higher and higher in organics and suspended solids.
