Title 1 programs, Eastham suggested that contracts for 1982-83 offered to teacher*
paid with Title 1 funds include the notation “subject to the availability of funds.”
He noted that 74 percent of the proposed $147,348 Title I budget for the coming year is comprised of salaries and fixed charges for life insurance, hospitalization and social security. “1 don't want us to be in a position of having to absorb a shortfall in expected federal funds with local money,” Eastham emphasized.
“What teacher will want to sign a contract on availability of funds?” asked Randall Updike.
“It’s entirely up to them! Mr. Lysik (assistant superintendent and Title 1 director Jerry Lysik) is confident that the funds will be there. Perhaps the teachers will share that optimism." Eastham countered.
On a 4-1 vote with Updike opposed, the board agreed to hold Title I contracts pending a ruling from counsel on whether the contracts will be legally binding with the Funding stipulation and if so, o add it ^o contracts for 1982-83.
