ceremonies surrounding the induction of the first all-woman town council to serve Washington. The reporter noted: "Just before the program was to begin, a dog-fight took place within fifteen feet of the platform. There were a few accusations to the effect that it must have been planned, since the ladies had expressed a policy pending to rid the town of all the stray dogs roaming the streets. The visiting newspaper reporters and photographers enjoyed the good natured laugh that ran through the crowd when the sounds of the dog-fight rose into the quiet calm of the afternoon.” __
