“Would it be fair to say that a policy decision that would require the construction of conventional single family dwellings would be tantamount to saying that only people with incomes x number of dollars or higher could locate and live in the area,” asked Baumgardner. Robinson replied that “If they can’t pay the rent I’m sure the landlord won’t let them live there.”
Baumgardner then asked Robinson about data on the average income in Rappahannock County. Using the 1979-BO census data, Robinson said that the median income in Rappahannock was $14,583. Robinson said that the distribution of income in Rappahannock is “skewed in both directions towards both extremes.” By this he meant that there is a low income population and a high income population with a very small number of people in a middle income range.
From this data, Robinson drew the conclusion that half of Rappahannock’s population can afford to pay rent and the other half can not Baumgardner then asked Robinson about the availability of housing in Rappahannock. “There is a tremendous demand for Bousing, both owner occupied and tenant occupied, in this county most especially with rental occupancy where we’ve got as many as six people living in a dwelling,” said Robinson. Robinson also said that there is a special need for farm worker housing because the median income for farm workers in 1979 was $6,226.
Robinson gave information on building permits issued in Rappahannock from 1976 to 1983 which demonstrated tha&ihe majority of permits issued were fa* single fondhr dwellings.
