AT&T structures its rates based on the mileage covered by each call, with calls during weekday business hours (Monday to Friday, 8 a.m. to 5 p.m.) charged the full rate. Calls placed during evening hours (5 p.m. to 11 p.m. Monday through Friday and Sunday) receive a 38 percent discount. The nighttime rate, a 63 percent discount, applies from 11 p.m. until 8 a.m. Sunday through Thursday and from Friday at 11 p.m. to Sunday at 5 p.m.

For callers who make a large number of off-peak (evening and nighttime) interstate calls, AT&T offers its Reach Out America plan, which features a flat rate on calls made during the nighttime rate period. Subscribers pay a flat monthly charge of $8.40 for the first hour of calling. Additional hours are billed at the rate of $7.55, pro-rated by the full minute of usage. For a $9.50 monthly charge, subscribers can get an additional 15 percent discount on top of the 38 percent reduction for all evening calls.

Due to the rate decreases, Reach Out America subscribers will see a 6.3 percent reduction in the monthly charge effective immediately.

Pro-Virginia is a similar service designed for high-volume intrastate callers, said Mr. Sangster. Subscribers pay a flat rate and receive a flat discount for all calls within Virginia.

Pro-America and Pro-America II and III are plans designed primarily for high-volume interstate business callers. The plans also feature flat rate pay schedules and a flat rate discount for all calls. Pro-America benefits businesses with seven to 25 hours of long-distance calling per month, while the Pro-America II and III plans are designed for users with between 25 and 1000 hours of calls per month.

In addition, AT&T offers WATS and “800” number service, designed for high-volume outgoing or incoming business use. Users of those service will see a 4.6 percent reduction in rates, as well as a restructuring of the services as a result of AT&T’s latest price cuts.
