March 1988 marks the 20th year in which the Francis J. Leonard Scholarship Grants have been awarded to deserving high school graduates of Rappahannock County to assist those desirous of furthering their education.
Francis J. Leonard was born in Muskegan, Mich., and moved to Spokane, Wash., as a young man, attending schools there. In 1914, he joined the engineering staff of the Interstate Commerce Commission in San Francisco.
After service in France in World War I with the 21st Engineer Light Railway Battalion, Mr. Leonard rejoined the ICC in Washington, D.C., in 1921. He worked for 37 years in railway valuation for the Commisssion until he retired and moved to Panama to work for the Panama Canal Company.
There he met and married Margaret Willis, a native of Atlanta. He retired for the second time and the Leonards made their home in Tacoma, Wash., for two years before coming to Amissville in Rappahannock County in 1957. .
Before she was married, Mrs. Leonard had served 23 years in the Army Nurse Corps, attaining the rank of major. She operated a gift shop in Amissville and, after her husband’s death in 1966, established and operated Lull water Nursery which specialized in flowering shrubs.
The Leonards had no children but Margaret Leonard was interested in helping the youth of Rappahannock County so, in March 1968, she established a fund in memory of her deceased husband to provide scholarship grants.
