• A signed statement by the permit applicant attesting that written notice of the proposal for the landfill has been given to adjacent property owners.
In addition, Mr. Wright notes in the letter that “the maximum lifespan of the permitted area may be only 10 years” and that the operations plan, when submitted, should reflect this time limitation.
“We might want to get answers from Joyce (landfill engineer Leonard Joyce) before he goes into the final design,” said new Supervisor Ellis Bingham, the Jackson District representative who has been an active member of the group opposing the Stover landfill since it was first organized. * “None of these items (mentioned in Mr. Wright's letter) are significant in terms of cost or time,” countered John McCarthy. He also pointed out that the new regulations cited by Mrs. Early are not, in fact, regulations but rather operating policy. "They haven't been adopted yet. This is the latest draft, the fourth draft.”
The regulations are still being promulgated, he explained" predicting that the final form, expected to be taken to public hearings across the state later this winter, will limit the area permitted for active waste disposal at any landfill to a five-year lifespan. That limit allows for improvements in waste disposal technology to be incorporated into the requirements^ for landfill permits, Mr. McCarthy said.
