putting in more than they are getting back, but that’s been so since time immemorial. But still, I think we need to ask should the wealthy (jurisdictions) pay more? Are poorer counties doing as mucbas they can?”
Sen. Waddell and Dels. Rollins and Guest also wondered if poorer jurisdictions could do more to increase local school funding. Teachers’ salaries
Sen. Truban said, “We’ve got to do something for our teachers and salaries,” but he was uncertain that a mandate necessarily would bring Virginia teachers’ income levels up to the national average.
Del. Andrews thinks a mandated increase is “very much in order.” But, he added: “Raises must be awarded with a view to ensure a return on the investment. It’s not enough just to allocate (the money).”
On mandating teachers’ salaries, Del. Plum, a Fairfax County school administrator, said: “That’s not a good approach” because localities can use money for other uses. Even so, he noted that most school system budgets are gobbled up by salaries.
Del. Rollins said that for the last few years the state mandated a 10 percent salary hike for teachers, with the warning that failure to observe the order would result in the loss of state education aid. But the delegate was quick to add that jurisdictions who ignore the mandate were never penalized.
