The framers of the Constitution also decided to have a two-house legislature which got its origin frota the English Parliamentary System. This collection of past writings and treaties plus the presence of many of the best political minds of the time made the Constitution the best building block for a strong government ever created.
No country has a form of government that has lasted as long as our Constitution. No other country has a governmental basis that can change as its people’s needs changes. This is what sets our Constitution apart from many unwritten constitutions, i.e. Spain. Today the Constitution is the goal which countries such as the Philippines are hoping to reach. To them and to me the Constitution is a Symbol of Excellence.

He noted, however, that the treaty’s verification provisions are “quite complicated, and we need to constantly keep in mind the need to verify whether the agreements are kept.” On the positive side* he said, the treaty marks the firstr time the Soviet Union has agreed to on-site inspections and verifications.
It will require “continuing, careful scrutiny. There’s also the enforcement question: what happens if there are violations? We can’t just brush that off — it’s a serious matter.”
With recent developments such as the Washington summit, there has been a perception that United States and Soviet relations are thawing after the chill of the first six Reagan years. Rep. Slaughter agreed that “we are all hopeful that these are signs of lessening tension among the superpowers.”
It’s important, he stressed, “that we look at and follow developments closely and not be swayed by what is said. We should always be willing to look and make sure that what is said reflects what is being done.”
