Commonwealth speech, scheduled for the afternoon of Jan. 13. The governor recognizes the need for sex education in public schools, but to date has endorsed no specific program. tyr. Timmreck said the Board of Education’s sex-education model couldn’t have been considered in the budget because the spending blueprint had been virtually completed before a joint subcommittee endorsed the model last week. Funding requests from agencies totaled $2.9 billion for new programs and capital outlay, but the governor’s budget provides $861 million for such needs, j By Mr. Timmreck’s calculations, the governor’s budget allocates $3 for every $10 requested for new initiatives.
Human services • Recommendations for mental health and housing fell far short of the funding requirements as outlined by public officials and interest groups. For example, the Community Service Boards indicated that at least $140 million would be required to upgrade and expand programs for the mentally retarded, alcoholics and drug abusers. But the budget provides $65 million in new money for those areas. When questioned if the governor’s CSB recommendation would adequately cover local needs, Mr. Timmreck replied, “We think, quite plainly, the comissioner of Mental Health and Retardation and Substance Abuse Services will be quite pleased.” In all, the proposed CSB budget, including pay ir "’•eases, money for management improvement and inflation, totals $80.5 million. A subcommittee soon will issue a report on the affordable housing crisis in Virginia. Some in the industry think the state should begin resolving the problem by setting up a lowinterest loan program to the tune of $100 million.
