RICHMOND — Gov. Gerald L. Baliles’ $22.5 billion spending plan through 1990 calls for substantial funding increases in the areas of human resources, education, affordable housing and an average 5 percent pay raise for most of Virginia’s 75,000 state employees.
No tax increases are required to balance the two-year budget, which will be forwarded to the Senate Finance Committee and the House Appropriations Committee this week.
The governor was scheduled to unveil his budget Jan. 13 at 1 p.m., after addressing the General Assembly, which was to open the 1988 session an hour earlier.
But in a 2l/2-hour press briefing Jan. 11, Paul W. Timmreck, director of Virginia’s Department of Planning and Budget, outlined the governor’s spending proposal.
