Ms. Patton also told Library Board members that the local board should have bylaws on file with the state library. It should also have policies on various issues and have a five-year plan which is updated annually. She said the most recent five-year plan from the Rappahannock Library is dated 1985.
Chairman William Young said he wanted to form committees of the board to work on revising the bylaws and policies and also committees to work on finance and personnel.
Roberta Anderson questioned whether the grading for handicapped parking is finished. “There is too much slope,” she said.
Dr. Young said he would ask Richard Abell to visit the library and make suggestions on how the handicapped parking could be improved.
Statistics prepared by librarian Nikki Lynch show that there was a 41 percent increase in patrons using the library during the past fiscal year over the 1990-91 year. There was a 66 percent increase in book circulation and a 213 percent increase in meeting room use. These statistics are all comparing use in the new library to use in the old library on Gay Street.
Statistics from the year just started show that use continues to climb. There was an overall increase of 22 percent in books circulated when July 1992 is compared to July 1991, the first month in the new library, and patrons using the library increased from 1704 to 2,414.
