Ray Gooch said, “It’s been on the books for seven years, and council has never had the will to enforce it.” Mr. Bailey added, “The use has been there for 50 years. It predates any ordinance. Anybody who bought adjacent property knew it was there.” Brad Fisher noted that taking it out of the zoning ordinance would make that ordinance consistant with the Comprehensive Plan, since the council voted last year to change the Comprehensive Plan to encourage, rather than require, screening for such uses. The ordinance will require screening for utilities and “more than one inoperable motor vehicle on a lot.” Council wrestled with what to allow by right and what with a special use permit in the rural residential zone. Rural residential zones require 1.5 acre parcels in the area with town water and 1.8 acres without town water, but most of the few parcels in. town zoned rural residential are in larger lots. To encourage those large lots to remain large, the ordinance allows agricultural uses not allowed in the village residential zone. However, when council dealt with the ordinance, they first decided to require a special use permit for commercial beekeeping and commercial fowl rather than allowing such operations by right. Then they had second thoughts and ended up undecided but indicated they did not want to allow chicken houses as large as 2,000 square feet without a special use permit. Moving from the zoning ordinance, Mr. Fisher, the town treasurer, submitted the proposed 199394 budget. He said at $98,450 it is identical to the current budget. Council members then decided to hold an extra work session meeting on the zoning ordinance and budget the first Wednesday in June, one week before the regular meeting. Members Were asked to submit any additional suggestions for amendments to the zoning ordinance a week before that, so town attorney Frank Reynolds can compile them and get each member a copy.
