Mr. Chappell’s survey was part of an effort to evaluate how “Total Quality Management” is affecting the schools. Many students at both schools appeared to be aware that the “quality” program was going on. Students were asked to indicate whether they “strongly agreed,” “agreed," were “unsure,” “disagreed” or “strongly disagreed” with a series of statements.
