Frank Warner, who drafted the by-laws the board approved, said that the by-laws say the standing committees are committees “of the board” and that therefore only board members can vote. “The committee can consult with whoever they wish,” he added.
Dr. Young said that while that means that Mr. Jamieson and Mr. Barton cannot vote in the committee, “We’d be fools if we ignored their advice.”
