Rappahannock Newi 8tafT Writer ! The eight candidates running for the five Town Council seats were ,“asked to respond to three questions this week:
The first one was “Do you think the town of Washington needs a [sewer system? If yes, how do you think it can be funded?” ; The responses were as follows: < Doris Critzer: “We probably Iwill, if the town keeps expanding. [Otherwise we don’t need one. I [would say it is okay for now. It would probably take a long time to pay for.”
Steve Critzer: “There are areas i .‘in the town where the soil quality for the amount of effluent being generated overwhelms the soil. We should work toward a sewer system in the ■future, but I do not know how we [will pay for it.”
Charlie Eldred: “I think we need J ,to study it. I think we need to determine the extent of the problem. I 'think there is somewhat of a problem.
“ If a way can be found to solve it ;in an affordable manner, such a sysjtem should be tailored to our fore•seeable needs without overbuilding •to the point of encouraging roughshod development.” ; Reinhardt Lynch: .“The elected officials need to listen to everybody, Istudy the facts, see if there is a •need, what it will cost, etc. I don’t [think anyone should enter into a town meeting with the preconceived notion of what should be. The whole point of the Town Council is to listen tffthe people, talk to the folks and go from there.
“ You have to look at how serious the problem is. Regarding the funding of a sewer system, it reminds me oFfhe water system. It will have to be looked at. It would be nice to get as much as possible from the state.”
Newbill Miller: “I don’t think any decision should be made until it is studied. The new Town Council should appoint a committee of someone in favor of a sewer system, someone opposed, and someone undecided. We could take the county add map and maybe do some borings tgrsample the sod.
“ The town will be more intensely (developed if we get a sewer system. .Several landowners in town now -fiduld then break up their land into -several lots.

the majority of the [problem is between the post office ‘anti the Foster-Harris House. We need to take care of it. We would have to get grants to finance. A central system would cost millions of dollars.”
Janice Moffett: “We need to look into a sewer system. We have real problems in this town. I think we vngj have nugor problems; it is not something we can put off much lo£&er. There have been problems wjfli septic on Main Street. Some, tig$s I can smell septic in the arm. Funding possibilities would
