In the cover letter that accompanied the budget, Dr. Gangel said, “If funds are available, I strongly recommend inclusion of this position (at-risk coordinator) in the budget.” He noted that the cost of paying the coordinator would be $37,197 including fringe benefits.
Early in the process of discussing the school budget Monday night, Piedmont District representative Charles K. “Pete” Estes noted that statistics on drop-outs do not show the at risk program to be effective. The statistics, supplied by the school system, show that the drop out rate in 1990-91, the year the program started, was 2.3 percent. In 1991-92 the rate increased to 4.76 percent. In 1992-93 the rate was 2.9 percent, and so far this year, the rate is 2.2 percent, he said.
