Jackson District representative Ellis Bingham asked Mr. Cox to indude a statement showing how ' much real estate is exempt from taxation because of the land use assessment system.

Col. Bingham said that 58 percent of the land in the land use program is owned by “out of county investors. Why should they not pay , for our schools. I feel the formers as well as local residents are subsidising the net worth of out of county investors.”

Mr. Estes said “The property owned by out of county investors is not costing services.”

Mr. Massie said the tax rate last year was 62 cents. Without the land use system it would have been 41 cents, he said. “Land use makes the taxes 50 percent higher,” he added. He said he had done a study of several parcels and found that five small lots with houses had taxes increase 165 percent between 1984 and 1994. Four parcels of raw land paid 67 percent more in taxes in 1994 than they had in 1984, and four parcels with both land, about 75 acres, and houses were paying 130 percent more, he said.

He said the supervisors should discuss the issue of the land-use program after the budget process is completed.

The supervisors have work sessions on the remainder of the budget scheduled for May 17 and 23. The public hearing on the county budget is scheduled for the June supervisors meeting with adoption later in June.
