Hampton District representative Mike Massie said, “I’m very disappointed the numbers don’t look better than they do. The program may have other important benefits, but as far as lowering the drop out rate, the drop out rate is not lowering.”
“Not every child wants to graduate from high school,” Mr. Estes said. “No matter what you do, you’re going to have drop outs along the way.”
Mr. Estes asked Dr. Gangel to respond to the situation. “It’s difficult to look at the numbers to see if it’s successful,” Dr. Gangel said. “The value of the program is what happens to individual children. There are disciplinary situations we have known about...There are health situations we have found out before they became medical emergencies. How do you put numbers on this?”
Mr. Estes asked how many other school employees can work with students on these problems.
Dr. Gangel said that while other employees work on the same issues, “no one else has the freedom and lititude to ferret out these problems. We have benefited from this.”
