Mr. Johnson said it would take a vote from the WSA to move money from savings to checking. “I as treasurer do not have authority to transfer that money to pay for operation and maintenance because the board in a previous resolution voted that money not be used for operations and maintenance. It’s for capital improvements.”
Noting that the issue comes up every time the WSA receives a bill from Mr. McCarthy for payroll, Mr. Estes said, “I don’t think we’ve ever been caught up. We’ll never get caught up until we change the rate.”
Mr. Estes asked if moving $10,000 would be enough, but Mr. Johnson said it would take at least $15,000 if the bill was to be paid by the end of this .week.
