Mr. Johnson said he was concerned because the original recommendation was for a 55,000 gallon tank. A 100,000 gallon tank was considered, and now the WSA was going for a 30,000 gallon tank. “Every time we meet with these people, they tell us something different,” he said. “I wonder are we just spending money or are we meeting'a need?”

“It’s hard to argue with an engt neer,” Mr. Estes said. “But it would only take one day to fill this up. After that day, you’ll be in violation.” *

Member Daniel Keyser, who has been acting as the WSA’s manage]for the project, said he also doubted that a 30,000 gallon tank would take care of the problem in a heavy rain that lasts for more than one day.
