Debate over use
of mobile homes
as apartments

The issue of the permitted use of mobile homes as single family apartments came up again at last week’s meeting of the Rappahannock Planning Commission.
Two applications, the Letsen family apartment and the Hawkins family apartment — both of which requested the use of mobile homes as family apartments — went before the commission for consideration. One was approved, the other tabled pending submission of a more complete site plan.
Several citizens spoke against the use of mobile homes as family apartments, saying they are unsafe and do not appreciate in value, and requested the commission look into the matter further. The commission discussed the issue at some length. County Administrator John McCarthy told the commission that the ordinance has some gray areas. Since family apartments are allowed as a special use and not “by right” the definition of what constitutes a family apartment could be altered.
Commission member Ron Frazier said, “The question here should be what will be the present and future use of the building. We cannot differentiate between a mobile home and a stick building. We keep trying and that’s the problem. We have to follow the code.”
The commission approved the application by Carl W. Letsen Jr. and Sally A. Letsen for a family apartment and tabled the application by Charlie and Betty F. Hawkins. The commission requested the Hawkins bring a revised site plan back for
