The “car tax” deal suggests that at long last Virginia may be willing to change the basic rules governing local finance. It certainly reflects public and General Assembly understanding that our current property tax system is unfair (in part because it leaves many forms of property free from any taxation at all). If Virginia is indeed on the verge of jettisoning the present property tax structure in favor of something better, Rappahannock should be a full player of the table. Remember the adage: “Don’t tax you and don’t tax me, tax the guy behind that tree.” Then think about how much woodland there is in Rappahannock County.
