Look what happened in the “car tax” deal. This deal is significant in that county based property taxes will be replaced in part by state-collected income and sales tax revenues — chipping away at a patently inequitable revenue source in favor of funds which may more fairly reflect ability-to-pay. But the state is distributing the replacement funds to local governments on the basis of previous and projected collection of property tax revenues — meaning in effect that taxpayers in low property-tax-rate counties will be subsidizing hightax counties as far into the future as we can see. Nothing equitable about that.
