Further discussion with E revealed that he was a foster child placed in Rappahannock County. E did not know which county had placed him. E finally agreed, only after running further down the road, to go to my home to wait for the Sheriffs Office to respond and for me to call the Rappahannock County Department of Social Services. I assured him that he would be safe and no one would hurt him.
My telephone call to the Rappahannock DSS revealed that this child had probably been placed by another county. Furthermore, they had no record of E’s placement. It was later disclosed that E had been placed in Rappahannock County by Fairfax County.
Rappahannock Sheriffs Office arrived and E alleged that his foster father, had locked him out of the house after having choked him. I personally can say that E had very visible marks around his
