On Friday, June 12, I had the occasion to be traveling east on U.S. 211 ijust below Amissville,). Much to my amazement, I saw a rather small, barefoot child, running along side of the road with a little black dog lagging behind. Something did not seem right about this child running along U.S. 211 on a rainy Friday morning, so I decided to turn around to see if the child needed any assistance.

Lucky for me, my foster daughter was also in the car and when we pulled along side of the running child, she recognized this young man. His name for the purposes of this letter is E.

This child was crying, had visible marks around his neck and was dressed in extremely shabby clothing. As I tried to converse with E about the safety along the roadside, he continued to cry and stated that he was “never going back there,” “he’ll kill me,” “they choked me two times,” “I’ll be O.K., I’ll just keep running and I’ll feel better.” A Virginia Department of Transportation employee also
