The proposed modification consists of updating Appendix A monitoring special condition and increasing the June-December ammonia as nitrogen effluent limitation based on the December 10, 1997, amendments to the Virginia Water Quality Standards. The proposed modification is tentative.

The Department of Environmental Quality believes that the permit will protect water quality in accordance with all applicable laws and regulations
On the basis of preliminary review and application of lawful standards and regulations, the State Water Control Board proposes to reissue the permit subject to certain conditions
Persons may comment in writing to the Department of Environmental Quality, Northern Virginia Regional Office, on the proposed modification of the permit within thirty (30) days from the date of the first notice. Comments shall include the name, address. and telephone number of the writer, and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered. The Deputy Director of the Department of Environmental Quality may decide to hold a public hearing if public response is significant. Requests tor public hearings shall state the reason why a hearing is -requested, the nature of the issues proposed to be raised in the public heanng and a brief explanation of how the requester's interests would be directly and adversely affected by the proposed permit action
