A quorum-only Board of Zoning Appeals affirmed the two applications for special use permits on the January agenda. At the session attended by BZA members Alex Sharp, Dwight Matthews and Bob Weinberg, as well as Zoning Administrator John McCarthy, the applications by Susan Babcock and Alex Henze were approved.
Susan Babcock’s application was for the use of a residence in an agricultural zone (located in the Washington U.S. 211 General Commercial District) for the Piedmont Environmental Council’s Rappahannock County field office. In her presentation she informed the board that she had received approval from the Departments of Health and Transportation, and that VDOT had requested that she install a paved off-shoulder turn lane at the entrance to the office on U.S. 211. She further noted that the office would be staffed by a part-time employee at the beginning, and that staffing should grow to one full-time and one part-time employee. Because of his membership in the PEC, Mr. Weinberg abstained, but board members Sharp and Matthews both voted to approve the Babcock application.
