In Virginia right now, there are 191 towns. Only two new ones have been added over the last 20 years. According . to the Commonwealth of Virginia’s Commission on Local Government, communities may be incorporated two ways: by following the rules set forth in the Code of Virginia, or by having the General Assembly of Virginia issue a municipal charter by a special act, which requires a two-thirds vote in each house of the General Assembly.
So how does a community go about becoming an incorporated town? First, you need to provide proof to the local circuit court that certain criteria have been satisfied. The very first criterion is that you need a minimum resident population of 1,000 inhabitants. Nonresidents cannot be included in the count.
