By chance, luck or happenstance, Rocky Foster, a transportation crew member out of the West Culpeper area headquarters of the Virginia Department of Transportation y (VDOT) last week avoided what surely would have been a tragic incident. Foster was working on a i rural secondary road in northwestern Culpeper County, ■ kicking back snow drifts along , the edge of the road to make ■’ room for the next snow forecast for this coming weekend. As he prepared to drive his large VDOT into the drift, a head popped out of the snow bank. , He immediately stopped - .his truck and began climbing ’ out of his cab.
