The fourth criterion concerns whether the incorporation would be in the best interest of .the inhabitants of the proposed town. What are the needs that are not being met by the county? The county already provides schools, a health department, welfare and metal health services, a library, a Sheriff's Office, a park, etc. Does the proposed town want its own water and sewer system, or personal trash collection, or a swimming pool and tennis courts, or its very own fire department and rescue company? Are the residents ready to pay for such services? Something to think about.
