At its meeting last week the Town Council of Washington, dissolved
its Wastewater Committee. During the previous month members of the Council had stated that they were embarrassed by the actions of one of their members in preventing a public agency from making a presentation and that they were intimidated by the situation such that they were afraid to speak. Council had to act and did so. The Council members' statements referred to meetings at which there had been strongly worded discussions as to whether anyone wishing to address the wastewater issue could come directly to Council, or had to first go through its Wastewater Committee as argued by the committee’s chairman.
I sought guidance from the Counsel for the Town and was told that the Town Council cannot transfer its responsibilities to any committee and had not done so. During the debate on the motion to dissolve, two members of the audience indicated that by dissolving the committee, the Council was throwing
