said that he would like to write to them to more formally request their aid, if there were no objection from the Council, and there was none. He also suggested a review of all wastewater-related documents by Council members, and proposed that a representative of the Virginia Department of Health speak to the Council on Sept. 11 on the issue. "We ll start from there," he said, "and see where we stand."
Council member Reinhardt Lynch had earlier submitted amendments to the minutes that he indicated more accurately reflected the tenor of the wastewater discussions at the July meeting. His proposed additions to the minutes included: "discussion . . . included comments by Claudia Mitchell who expressed her deep concern about council members' lack of knowledge of wastewater issues at recent meetings;" "Mr. Lynch said that he felt that the proposal was clearly not in the best interests of the townspeople and that it was a means to end the power struggle between the mayor and the chairman of the committee;" and "and that the council, for political reasons, had failed to put an end to the dissention by not supporting its own committee, as they should have." These amended minutes were approved by the Council with the proviso that the meeting tape transcript be reviewed to determine if some disputed portions of the amended minutes were accurate.
Treasurer Elaipe Viguerie later expressed her concern "about lastminute additions." She said that without adequate time for review and verification by council members, such amendments could, by omission, improperly characterize the tone of a discussion.
