According to state law, the council has 45 days from the effective date of the resignation to select a replacement — any qualified town voter — who would be eligible to serve the remaining three and onehalf years of the mayor's term. No special election is required.

Vice Mayor Lynch expressed his thoughts on Mayor Willis' resignation.

He told the Rappahannock News, "I do not understand why the mayor feels he has to resign so abruptly, but I thank him for his eight years of service to the town and wish him all the best in the future.
