FEMA-1458-DR- VA
Notification is hereby given by the Federal Emergency Management Agency (FEMA) of the intent to provide assistance to local governments. State agencies, and eligible non-profit organizations for damages resulting from a major disaster consisting of a severe winter storm, record/near-record snow, heavy rains, flooding and landslides in the Commonwealth of Virginia (FEMA1458-DR-VA) for the incident period of February 15, 2003 through February 28, 2003. FEMA intends to provide reimbursement to eligible applicants for emergency activities relative to the incident period, and for the restoration of damaged facilities to their pre-disaster conditions, and in accordance with current codes and standards. Certain measures to mitigate the effects of future flood and storm damage may be incorporated mto the restoration work. This assistance is granted under the authority of Public Law 93-288 as amended (the Stafford Act).
The following counties and other jurisdictions were added to the original Declaration on April 28. 2003. and have been designated to receive Public Assistance funding for the repair or replacement of disaster-damaged public facilities (all categories of Public Assistance): Appomattox, Buchanan. Craig. Dickenson. Floyd. Halifax. Henry, Lee, Montgomery. Pittsylvania, Scott, Wise. Wythe, Danville City, Norton City, Roanoke City, and Salem City.
The counties and other jurisdictions eligible for assistance for Emergency Protective Measures Category B only are: Arlington. Clarke, Fairfax. Fauquier. Frederick, Highland. Loudoun, Orange. Prince W'llliam. Rappahannock, Shenandoah. Warren, Alexandria City. Fairfax City. Falls Church City, Manassas City, Manassas Park City, and Winchester City. All counties and other jurisdictions are eligible to apply for assistance under the Hazard Mitigation Grant Program (HMGP).
The President's Executive Order 11988, Floodplain Management, and Executive Order 11990. Protection of Wedands, require that all federal actions in or affecting the base floodplain or wedand areas be reviewed for opportunities to relocate out of the floodplain or wedand. Where there is no opportunity to relocate. FEMA is required to undertake a detailed rev iew to determine what measures aui be taken to minimize future flood damage and harm to the floodplain or Wetland An evaluation of social, economic, historical, environmental (including National Environmental Policy Act), legal and safety considerations will also be made, as appropriate
