When Fairfax County was
experiencing the first severe pressure of growth, people opposed there-to coined the expression “rats and developers follow the sewers.” At the time, I did not understand but now, when I go back to that once tranquil setting, I do comprehend!
The beauty of the wastewater treatment plan which had, after years of study, emerged for the Town of Washington at the Carrigan site, was the best of all worlds, a truly limited and yet adequate sewer facility with minimal negative environmental or visual impact.
Unfortunately, from my prospective, that plan has been scuttled in favor of a much larger and infinitely more expandable venue and one which, as Town Attorney John Bennett suggested in his comments of April 30, (as reported in the Rappahannock News), can accommodate greater growth and expansion of both commercial and residential areas
