As for enforcing the junk-car ordinance in general. McCarthy said: “It is a complaint-driven system. No violations are pursued unless someone complains. I don't have the hours in the day to go out hunting them up."
Brown declined to comment for this article. At the Rappahannock National Bank, president Mike Leake said: “It is a county issue, not a bank issue. If the county sees a violation of the ordinance, the county needs to do what it should do.”
Dr. Krebser does not expect to live to see the resolution of this issue. But he does not want to see the issue die with him.
