The following is an excerpt from MackaySmith s speech:
“Clark County’s Comprehensive Plan is very supportive of open-space/ agricultural/ forestall planning and preservation, similar in many ways to Rappahannock’s own comprehensive plan.
“Clark County has had a strong historical commitment to permanent easements, which up until 2001 had relied entirely on donation of easements by landowners, most of whom put their land under permanent protection for two reasons: They loved the land and wanted to control future development of their land and secondly, they had the income streams large enough to take advantage of the many tax benefits accorded to them by the local, state and federal government taxing authorities.
