lhere is, however, a significant constituency of landowners who would like to protect their land, but to whom their land is their largest or only tangible asset, and they do not want to give away some of the value of that asset.
“Most of these landowners are in a lower tax bracket and would not reap any benefits from tax deductions or tax credits, so would have no financial incentive to donate an easement.
“The Board of Supervisors of Clarke County has addressed the problem of serving that constituency, to the mutual benefit of the county and the landowners.
