The heart of the guidelines is a rating system that incorporates the Land Evaluation Site Assessment (LESA) score, plus resource evaluation and focuses the buyout to families of lower incomes, similar to the program in Albemarle: a sliding scale of percentage payments is based on the family income.

This commitment will take shape in the form of three possible programs: purchase of development rights in exchange for scenic easements, a revolving fund for the protection of at risk property and a voluntary donation of conservation easements.
