Carter and Jack Atkins, president of the Rappahannock County Fire and Rescue Association, said they became frustrated with the sheriff’s inaction and agreed last fall to write detailed incident reports on the problems.

According to the letter to Sherertz from Carter, the sheriff's deputy who received the call in the Dec. 1 incident, dispatched it on the wrong channel which resulted in a five-minute delay in sending rescue workers to the scene.

When the call was finally routed correctly, “the fire units were not told this was a shooting at any point during the dispatch,” Carter wrote.

“This could lead to serious injury or death to one of my members that may respond directly from their home to the scene of an emergency," the Carter letter said.
