When the jail has women prisoners, the dispatchers must check the cells on a regular basis and dispense medication when needed. On Tuesday, the jail, which is always overcapacity, had 20 prisoners, three of whom were women.
Ann Spieker, chief of the Washington Volunteer Fire and Rescue said, “These women (the dispatchers) are very inexperienced. There is a lot of turnover in the dispatcher’s office. They haven’t been there long enough. They’re new and don’t have the experience to handle the situations that come up and a lot don’t know anything about fire and rescue."
Carter urged in his letter that “the dispatcher problem needs to be fixed through better training as Fire and Rescue dispatchers, and by placing two dispatchers on duty at all times. This will help to handle the overwhelming number of jobs
