the lighting ordinance is designed to regulate the amount of light, lighting fixtures and direction of light that commercial firms can [dace on their property.

The ordinance reads in part that it is “to provide sufficient light in Commercial and Industrial Zoning Districts for safety and security” and “to prevent glare on public roadways and adjoining properties.”

Unlike the proposed ordinance in 2001, the new version makes clear that “no provision of this section shall apply to any single family dwelling, or any structure, landscaping or use permitted by right on the same lot with the single family dwelling.”

It also, according to County Administrator John McCarthy, for the first time sets forth a uniform measure for light—foot candles or “fc”— which assists developers and others by having an agreed measure of light strength.
