“Frankly many of these employees have fallen very low on the salary scale,” he said in an interview, and their salaries are not comparable to similar employees in large counties which created their own scales for all their employees and do not differentiate.
He said the county has struggled to maintain parity in part by offering a very strong health benefits program.
