“I think it’s serious problems for the town,” said Bruce.

Peter Luke agreed. The property owner and Commonwealth’s Attorney said in a conversation with the Rappahannock News on Tuesday what he has said at meetings: “When it became clear that contingency was really part of $4 million which is essentially debt, it’s not free and clear."
