associated with decommissioning private septic systems. Petitioners also requested that “the Town Council apply for a grant or grants...to pay for these fees.”
Council member John Sullivan said the town still had “a long way to go” to resolve the funding issues, but that both he and Dodd were working on finding more grant money. The council is also hoping they “can take advantage of the fact that there will be an Obama stimulus plan,” said Sullivan referring to money the new Obama administration plans to make available for public works projects.
At the meeting, the council was presented with still more costs ($169,000) in water system repairs that may not be optional - or at least, not doing them would create substantial risk for a catastrophic water system failure should mains be damaged during wastewater construction.
Add to all this the repaving of streets - which has been put off until all construction and repairs are complete - and in reality, no budget allocation for change orders or cost overruns, and some townsfolk think the'' town is in way over its head.
Sullivan said he wanted to make it clear that the council understood the main point of the petition which was that people were concerned about paying the fees. “I would like to think that folks in the town would believe that we have some sense of that... there’s no disagreement here.”
